The Advisory Council shall consist of no less than 19 members, consisting of:

1. The Secretary of the Delaware Department of Transportation ("DelDOT");
2. The Director of the Division of Small Business, Development and Tourism Office;
3. The Secretary of Delaware Safety & Homeland Security ("DSHS);
4. The Attorney General of Delaware;
5. The Chief Information Officer of the Department of Technology and Information;
6. The Director of the Delaware Division of Motor Vehicles ("DMV")
7. Two Representatives appointed by the Speaker of the House;
8. Two Representatives appointed by the President Pro Tempore of the Senate;
9. The Chairperson of the Delaware Automobile and Truck Dealers’ Association;
10. A Representative of the American Automobile Association (AAA) Mid-Atlantic;
11. The Delaware Insurance Commissioner;
12. The President of the Alliance of Automobile Manufacturers;
13. The President of the Delaware Motor Transport Association;
14. The Director of the University of Delaware Institute for Public Administration
15. The Chair of the Wilmington Metropolitan Area Planning Council;
16. The Chair of the Dover/Kent Metropolitan Area Planning Council;
17. The Sussex County Administrator; and
18. Such other persons as the Governor may from time to time appoint.
