Disadvantaged Business Enterprise (DBE) Program


 

Responsibilities of Certified DBE Firms

Submit Annually: Once your firm is a certified DBE in Delaware, you must certify annually that your firm continues to meet eligibility requirements. Please use the online compliance system accessible by clicking “Manage My Certification” above to submit the required documentation.

The required documentation includes:

  • DelDOT’s Annual No Change Affidavit
  • Most recent business taxes for the certified firm (include all forms, schedules, statements, and worksheets)
  • Affiliate taxes (ex: firms with common ownership) Refer to 13 CFR 121.103 for more information regarding affiliation

Report Changes: As a certified DBE, “you must inform the recipient or UCP in writing of any change in circumstances affecting your ability to meet size, disadvantaged status, ownership, or control requirements of this part or any material change in the information provided in your application form” within 30 days.

The required documentation includes:

  • Notarized statement of changes
  • Supporting documentation

Perform a CUF: One of the most important requirements of performing as a DBE on federally assisted projects with a DBE goal is the concept of Commercially Useful Function (CUF). DelDOT is required to verify each DBE is performing a CUF before credit may be attributed.

Supportive Services offers our certified DBE firms the opportunity to advance their skills and knowledge by providing the support they need on an individual or group basis. Previous supportive services have included financial coaching, business development plans, industry related training, and more!
