Delaware DBE/ACDBE Reevaluation Process

To Our Valued DBE/ACDBE Partners,
On September 25, 2026, the U.S. Department of Transportation (USDOT) issued a Final Rule revising the federal Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) Program requirements.

The Final Rule requires currently certified DBE and ACDBE firms to be reevaluated under the revised federal eligibility requirements.

Delaware is Now in the DBE/ACDBE Reevaluation Process

DelDOT is now conducting the required reevaluation of Delaware Jurisdiction of Certification (JOC) firms.

Reevaluation information and instructions have been sent directly to Delaware JOC firms through the DelDOT Civil Rights Compliance Reporting System (B2Gnow).

Please ensure that your firm’s contact information in the DelDOT Civil Rights Compliance Reporting System is current and accurate so that you receive all reevaluation notices, instructions, and other important correspondence from the DelDOT Office of Civil Rights.

Firms should continue to monitor the system and the email address associated with their account for additional information regarding the reevaluation process.

During the Reevaluation Process

Until the Delaware UCP completes the required reevaluation process, DBE contract goals and concession-specific ACDBE goals remain paused, and DBE/ACDBE participation may not be counted toward overall DBE/ACDBE goals.
