Project Need:

A Traffic Study was requested by Senator Hocker and Representative Gray to analyze possible safety improvements at the intersection as a result of crash incidents at the intersection.


Overview:

Thank you for your participation in this Virtual Workshop. We studied the intersection of DE Route 20/Zion Church Road and Bayard/Johnson Road by examining crash reports, collecting turning movement counts, and recording the existing intersection geometry and signage. Our initial assessment determined that an All Way Stop would be an interim improvement for the intersection, at which point we created this virtual workshop to encourage feedback from all affected parties. The Virtual Workshop has concluded and produced three key takeaways:

  • Virtual workshop indicates that stakeholders (public and Delaware State Police) are opposed (57%) to an All Way Stop as an interim measure at the intersection.
  • Major concerns were: queuing along DE Route 20/Zion Church Road and stop compliance.
  • A recent Traffic Impact Study for development activity indicates the intersection will continue to grow from a traffic volume perspective.

Considering the results, traffic volume growth, and our analysis of the crash trends and intersection operation, we are recommending the location be pursued as a traffic signal instead of an all-way stop. The supporting documentation and recommendation will be submitted to our Traffic Design Section to start programming the design work. This type of effort will require a detailed design to understand right of way, drainage, utilities, soil conditions, etc.

This intersection has been submitted to our Traffic Design Section to start programming the design work. The design will include consideration for right of way, drainage, utilities, soil conditions, etc. of significant scope. Therefore the timeline for implementation of a traffic signal at the intersection is unknown at this time.
