Welcome to the Delaware Department of Transportation’s virtual workshop. The goals of the virtual workshop formats are to make it easier for more people to view the project information, and to reduce the costs involved in traditional public workshops. This is a workshop regarding Bridge 1-227 which has been identified by DelDOT’s bridge management system as being in need of repair. The bridge is located in Northern Delaware near the Pennsylvania state line on Paper Mill Road over Middle Run Tributary.
The existing Bridge 1-227 consists of a 120” X 85” corrugated metal pipe arch. (See photo 3 for upstream elevation). Due to the deteriorating condition of the culvert (see photo 4), the culvert is in need of replacement. Although the bridge can currently carry the load of the normal traffic, the deteriorating condition of the culvert classifies it as structurally deficient and warrants its replacement.
[Construction Plan] As seen on the plan sheet, DelDOT is proposing to install a concrete pipe liner to aid in the replacement process. Additional work at the site will include improvements to the roadway extending a distance of approximately 375 feet south and 420 feet north of the bridge. A separate box culvert will be constructed in order to connect the adjacent bike trail in the parks on each side of the road. The approach roadways, guardrail, and drainage will be reconstructed as needed and riprap will be placed in the stream for scour protection. The work will be performed in a manner which minimizes impacts to traffic as much as possible.
[Plan Elevation] In keeping with the Department’s mission that includes providing “a safe, efficient, and environmentally sensitive transportation network…” DelDOT is proposing the installment of a concrete pipe liner for Bridge 1-227 along with the stream remediation 120 feet downstream and 175 feet upstream for the Middle Run Tributary. A galvanized guardrail system will extend to the north and south of the bridge to aid in the driver’s safety during the approach and departure from the bridge.
[Detour Plan] Due to the nature of the work associated with the project and DelDOT's commitment to safety of the public, a portion of the roadway will be closed for the duration of the project. As can be seen on the Detour Plan, motorists heading northeast on Paper Mill Road, at the road closure, will turn right onto Possum Park Rd and will continue until reaching Capitol Trail. Motorists will then turn left onto Capitol Trail and continue until reaching the intersection with Polly Drummond Hill Rd. Once there, they can then turn left onto Polly Drummond Hill Rd. and continue until reaching the traffic light at Paper Mill Rd. For drivers heading south on Paper Mill Rd, drivers can turn left at the intersection with Polly Drummond Hill Rd and continue until the intersection with Capitol Trail. Once there, they can turn right onto Capitol Trail and continue until the intersection with Possum Park Rd. Once there, drivers can turn right onto Possum Park Rd and continue until the intersection with Paper Mill Rd. To accommodate local residents of the area, traffic on Paper Mill Road between Possum Park Rd and Polly Drummond Hill Rd will be closed only to through traffic helping to mitigate any delays caused by the detour.
