Virtual Workshop

Welcome to the Delaware Department of Transportation's virtual workshop. The goals of the virtual workshop format is to make it easier for more people to view the project information. This is a workshop regarding the rehabilitation of Bridges 3-253 N&S on US 13 over Williams Pond, in Seaford, Delaware. In addition to the virtual workshop, a formal workshop will be held on Monday, February 11, 2016 at the City Hall Council Chambers in Seaford, DE.

[Location Map] Bridges 3-253 N&S need to be rehabilitated to extend their useful life and correct maintenance related issues. The bridges are located on US 13 over Williams Pond in Seaford, Delaware.

[End Elevation] The bridges were built in 1952 and consist of three simple spans each approximately 35' long for a total length of 104'-2". Both bridges are 34'-2" wide and carry two 12' lanes, three foot inside and outside shoulders, and two traffic barrier walls. Each bridge is supported on six rolled steel beams supported on abutments and piers with pile driven foundations.

[Back-Wall Deterioration] | [Back-Wall Deck Level ] | [Failing Expansion Joints]The concrete back-walls which serve as retaining walls on top of the abutments have spalled and cracked to the point where they can no longer be maintained and have to be replaced. Deterioration of the back-walls have caused potholes at the end of the bridge which require regular maintenance. Joints on the bridge which keep water and debris from draining onto the substructure have also failed and are in need of replacement. The paint also needs to be replaced.

[Bridge Plan and Elevation] | [Construction Plan] As seen on the bridge plan and elevation sheet, DelDOT proposes the following repairs:

  • Replace 50' of the approach roadway
  • Replace the concrete back-walls with full height concrete diaphragms
  • Replace pier joints with continuous concrete link slabs
  • Replace bearings with new elastomeric bearings
  • Repair spalls and cracks in the concrete
  • Place a waterproofing sealer on all concrete surfaces
  • Remove and replace the steel paint system
  • Remove the existing pile jackets

Work on the deck should take approximately 4 months to complete and will begin in September 2016.

Maintenance of Traffic (MOT) – [ MOT Typical Sections] | [Construction MOT Phase 2 ] | [Construction MOT 3]
Work on the deck will be done in 2 phases with one lane of northbound and southbound US 13 maintained at all times. Access to businesses and intersecting roads will be maintained at all times with the exception of temporary interruptions during installation of new traffic patterns.

No detour will be required for this project. Oversize vehicles will be routed to a different route.

[Construction Plan] As can be seen on the plan sheet, all work will be performed within the existing right-of-way.
