Welcome to the Delaware Department of Transportation’s virtual workshop for this project. This is the second virtual workshop regarding the replacement of bridge 1-239 on Red Mill Road over a Tributary to White Clay Creek, East of Newark in New Castle County.

[Bridge Photos] Bridge 1-239 has been identified by DelDOT’s bridge management system as being in need of repair. The bridge is located in a rural area on Red Mill Road over Tributary to White Clay Creek.

This project consists of two corrugated aluminum pipes. There is significant corrosion at the waterline with 100% section loss at several locations throughout the pipes. Although the existing pipes are safe to carry normal traffic at this time, the condition of the existing pipes warrants additional work on the structure.

[Bridge plan, section and elevation:] As seen on the plan sheet, DelDOT is proposing the placement of a structural concrete liner on the interior of the existing corrugated aluminum pipes. Additional work includes road resurfacing and the placement of riprap as a scour countermeasure. The work will be performed under lane shifts.

In keeping with the Department’s mission that includes providing "a safe, efficient, and environmentally sensitive transportation network…" DelDOT is proposing the lining of Bridge 1-239.

Because of the nature of the work and DelDOT’s commitment to safety of the public, a portion of the roadway will be closed for the duration of the project. One lane of the roadway will be open to local traffic. Traffic will be directed by flaggers in the opposing, open lane.

[Construction Plans I] | [Construction Plans II] Although we strive to perform as much of our work within our existing right-of-way as possible, sometimes the nature of the work requires a larger area than what is provided, as is the case for this project. Minor easements will be required from the adjacent property owners to complete this work. Permanent easements will be required for the placement of the riprap in and around the stream. The riprap will be buried and covered with streambed material (in the stream) or topsoil, grass seed, and mulch (stream banks). Temporary construction easements will be needed beyond the permanent easements for the placement of sandbags so that the in-stream work can be completed and for the tie-in grading. These areas will be restored to their natural condition upon completion of the work. A real estate representative will contact the affected property owners to go over the Department’s Real Estate process..
