Welcome to the Delaware Department of Transportation's virtual workshop. The goals of the virtual workshop format are to make it easier for more people to view the project information, and to reduce the costs involved in traditional public workshops. This is a workshop regarding the replacement of bridge 2-050a on Halltown Road over Beaverdam Ditch, east of Marydel in Kent County.

[Location Map] Bridge 2-050A has been identified by DelDOT's Bridge Management Section as being in need of replacement. The location of the bridge can be seen in the location map.

[Elevation] Bridge 2-050A has steel I beams encased in concrete sitting on concrete footers constructed in 1922. The concrete is crumbling on the headwall and parapets. The footings are being undermined by the stream. There is a scour hole on the downstream side of the bridge.

[Deteriorated Footings] [Deteriorated Beam 1] [Deteriorated Beam 2] [Spall on Parapet] As seen in the pictures, the concrete on this bridge is deteriorating. The footings are crumbling, concrete has fallen from the beams, and there are spalls on the end of the parapet which has exposed rebar. The exposed steel is now deteriorating as well. A rehab on this bridge will cost approximately 75% of the cost to replace the bridge. Due to this and the deterioration, DelDOT has decided to replace the bridge instead of rehabilitate it.

[RipRap] On the downstream side of the bridge, there is a large scour hole. We believe the cause of this scour hole is the riprap shown in this picture. As part of the replacement, we plan to remove this riprap and repair the scour hole.

[Plan Elevation] As seen on the bridge plan, section and elevation sheet, DelDOT proposes to replace the existing structure with precast-prestressed concrete beams on concrete piles. The abutments and the wingwalls will also be precast elements. Precast-prestressed concrete beams are stronger than cast in place beams and can reduce construction time, which is why the decision was made to use these beams instead of cast in place beams. Additional precast elements will decrease construction time even more. Minor approach work will be complete due to the anticipated wear and tear on the road from construction equipment. The existing roadway geometry will not change. Riprap will be placed in the stream to protect the foundations and prevent future scour issues. The project is expected to take 90 days and is scheduled to begin in March 2016.

Detour Plan: During construction, the road will have to be closed in order to perform the proposed work. A temporary detour has been planned to accommodate the traveling public

[Vehicle Detour Map] & [Truck Detour Map] These maps more clearly demonstrates the route that thru-traffic will take during the temporary road closure. There will be two separate detour plans, one for personal vehicles and one for trucks. Vehicles headed west on RT 8 towards Maryland will be directed to turn right onto Hourglass Road, then left onto Taraila Road (Road 185), then right onto Strauss Ave. Strauss Ave. will take drivers to Crown Stone Road in Maryland, ending the detour. Drivers on Mahan Road headed towards Maryland will be directed into Maryland to turn right onto 1st street, which will lead them to Crown Stone Road.

The roads on the vehicle detour are not large enough to handle heavy truck traffic. For this reason, a separate detour plan was made to reroute heavy trucks. Headed west on RT8, trucks will turn right onto RT 44, directed to turn left onto Arthursville Road (RT 11). This road will take trucks to Crown Stone Road in Maryland and end the detour.

[Construction Plan] Although DelDOT strives to perform as much of the work as possible within the department's existing right-of-way, sometimes the nature of the work requires a larger area than what is provided. That is the case for this project. As can be seen on the plan sheet, right-of-way and easements will be needed from adjacent property owners in order to complete the work. Right-of-way will be required for the placement and maintenance of the rip-rap in and around the stream. The rip-rap will be buried and covered with streambed material in the stream, or topsoil, grass seed, and mulch on the stream banks. Temporary construction easements will be needed beyond the right-of-way for the tax ditch access. These areas will be restored to their natural condition upon completion of the work. A real estate representative will be in contact with the affected owners to explain the department's real estate process.
