Welcome to the Delaware Department of Transportation’s virtual workshop. The goals of the virtual workshop formats are to make it easier for more people to view the project information. This is a workshop for the rehabilitation of bridge 1-634 on North DuPont Road over the East Penn Railroad.

[Location Map] Bridge 1-634 is in need of rehabilitation. Deterioration of the existing concrete deck has caused the bridge to become structurally deficient. The bridge is located on SR 100 (North DuPont Road) over the East Penn Railroad, in Elsmere, New Castle County. The latest traffic count from 2014 indicates that Bridge 1-634 has an average daily traffic of 8,424 vehicles, including approximately 927 trucks.

[Bridge Photos] This project consists of a three-span multi-beam steel structure, constructed in 1962, supported on reinforced concrete abutments and multi-column piers. The bridge has a total length of 175 feet and a curb-to-curb width of 44 feet. The existing bridge deck is in poor condition and has four transverse joints which contribute to the majority of the structural deterioration below the bridge deck. The existing reinforced concrete piers exhibit significant cracking and spalling, requiring concrete rehabilitation. Although the structure is safe to carry normal traffic at this time, the condition of the existing structure warrants a full bridge deck replacement and comprehensive rehabilitation of the steel superstructure and concrete substructure for long term service life.

[Construction Plan] As seen on the plan sheet, DelDOT is proposing to replace the roadway approaches at the bridge as well as the sidewalk and barriers adjacent to the structure. Additionally, the sidewalk will be extended along the east side of DuPont Road from the intersection with New Road to the intersection at Boulevard Road, including ADA compliant curb ramps at Boulevard Road. Roadway approach work will include the replacement of guardrail, re-grading the side slopes off the roadway, and replacing short sections of concrete curb and pavement on the bridge approaches.

[Bridge Plan and Elevation] As seen on the bridge plan and elevation sheet, DelDOT proposes to replace the existing deck and repaint the existing steel beams. The new bride deck will be constructed without joints which will improve the long term condition of the bridge. There will also be minor rehabilitation of the existing abutments. Modifications are proposed to the existing piers to meet current design standards and provide upgraded railroad crash protection.
The work is expected to begin in the summer of 2017 and be complete by the fall of 2018.

[Detour Plan] | [Pedestrian Detour] | [Phase 2 Plan] Because of the nature of the work and DelDOT’s commitment to the safety of the public, the roadway will be closed for a portion of the project. As you can see, a detour route has been planned to accommodate the traveling public for the first phase of construction. Motorists will be given advance notice of this closure at Lancaster Pike and Kirkwood Highway. From the north, motorists will be directed to follow Faulkland Road west, head south on SR 141, and east on Kirkwood Highway. Motorists from the south will be directed to follow Kirkwood Highway or Maryland Avenue and Boxwood Road west to SR 141, and then head north to Faulkland Road eastbound. Pedestrians will be permitted to cross along the west side of the bridge during this closure. During the second stage of construction, the road will be open to vehicular traffic with lane reductions. DuPont Road will be reduced from two lanes to one lane in each direction in order to perform the remaining proposed work. Pedestrians will be permitted to cross the bridge along the east side of the bridge.

[Construction Plan] Although DelDOT strives to perform as much of the work as possible within the department's existing right-of-way, sometimes the nature of the work requires a larger area than what is provided. As can be seen on the plan sheet, permanent right-of-way and temporary easements will be needed from adjacent property owners in order to complete the work. Easements will allow the contractor to replace the guardrail and perform the corresponding slope grading adjustments, as well as provide an area to stage equipment during construction. These areas will be restored to their natural condition upon completion of the work. Permanent right-of-way is required to construct the new sidewalk in the vicinity of the intersection with New Road. A real estate representative will contact the affected owners to explain the Department's real estate process.
