Welcome to the Delaware Department of Transportation’s virtual workshop. The goals of the virtual workshop format are to make it easier for more people to view the project information, and to reduce the costs involved in traditional public workshops. This is a workshop regarding the replacement of bridge 3-299 on Bi-State Boulevard over Meadow Branch, North of Delmar in Sussex County.

Bridge 3-299 has been identified by DelDOT’s bridge management section as being in need of replacement.

End Elevation: Bridge 3-299 is twin corrugated metal pipes. The stream channel is straight and fairly well stabilized.

Severe Corrosion and Section Loss | Complete section loss and loss of backfill material: The corrugated metal pipes of this bridge consist of galvanized steel and has been in place for approximately 30 years. Sections of the pipe at and below the waterline have exhibited significant corrosion and complete section loss. As a result, perforations in the pipe have formed allowing material loss from around the pipe. Continued loss of soil around the pipe can lead to loss of stability of the pipe and the inability of the pipe to carry the traffic load of Bi-State Boulevard. Due to the amount of section loss measured, this project has been categorized as an emergency replacement.

Bridge Plan, Section and Elevation: As seen on the bridge plan, section and elevation sheet, DelDOT proposes to replace the existing pipes with precast concrete pipes. The new pipes will extend farther than the current pipes to meet current standards for slopes adjacent to the roadway. Rip rap will be placed upstream and downstream from the ends of the pipes to provide protection against scour during heavy rain events. This work should take less than 30 days to complete and is scheduled to occur in the summer of 2016.

Detour Plan: A complete road closure is necessary to remove the existing pipes and install the new pipes. A temporary detour has been planned to accommodate the traveling public.

Detour Map: This map more clearly demonstrates the route that thru-traffic will take during the temporary road closure. Motorists from points west and south will be given advance notice of this closure east of Old RaceTrack Road and south of Line Road/West State Street/East State Street. Affected motorists will be directed to East State Street, follow East State Street to the intersection with US13/Sussex Highway, turn left onto northbound Sussex Highway, and turn left onto Allens Mill Road to the intersection with Bi-State Boulevard. Motorists travelling south on Bi-State Boulevard will detour onto Allens Mill Road, turn right onto southbound US13/Sussex Highway, turn right onto SR54/East State Street to the intersection with US13a/North Bi-State Boulevard. From here motorists can turn right onto Bi-State Boulevard to access points immediately south of the construction zone on Bi-State, continue west where East State Street will become Delmar Road, or turn left for destinations south of Delmar and the Delaware – Maryland state line.

Construction Plan: Although DelDOT strives to perform as much of the work as possible within the department’s existing right-of-way, sometimes the nature of the work requires a larger area than what is available to meet current design standards. That is the case for this project. As can be seen on the plan sheet, right-of-way and easements will be needed from adjacent property owners in order to complete the work. Right-of-way will be required for the placement and maintenance of the proposed pipes which are longer than the current pipes. The additional pipe length is necessary to provide safe slopes adjacent to the roadway. Permanent easements will be required for placement and maintenance of riprap at both ends to protect the pipes from scour in accordance with current standards. The riprap will be buried and covered with streambed material in the stream, or topsoil, grass seed, and mulch on the stream banks. The corner pipes on both ends of the bridge providing driveway access and maintenance access for the tax ditch will be removed and replaced to meet the limits of the new bridge.

Temporary construction easements beyond the right-of-way and permanent easements will be needed for the placement of sandbags to divert the stream flow so the in-stream work can be completed. These areas will be restored to their natural condition upon completion of the work.
