Meeting was called to order at 8:00 a.m.

Bob informed group that the Blue Ball Property Project was awarded Honorable Mention by the Federal Highway Administration in the 2006 Excellence in Highway Design Award. Honorable mention was awarded in two categories; Environmental Protection as well as Project Development Process. Bob shared with group an article in the Brandywine Community News.

Nick reported to the group:

Contract 23-106-05: Eastside Improvements

The contractor is working on the final elements of the project, which include paving the parking lots and pedestrian paths and the installation of the landscaping. All roads were open as of November 7, 2006. Currently the project is on schedule and should finish on time - weather pending.

Contract 24-106-05: Westside Improvements

The contractor is beginning to mobilize more forces onto the site. He plans on working through the winter with multiple crews at various locations. Residents should notice the Stormwater pond location has been cleared and that work will begin shortly along the US 202 Southbound ramp to I-95 south.

Contract #2 (SR-141/US202, Augustine Cutoff to Independence Mall)

  • The final inspection of work performed within the limits of Contract #2 was held in November. A punchlist of items needing corrective actions was distributed to the contractor and the necessary repairs are on-going.
  • The first year warranty inspection of landscaping placed within the limits of Contract #2 is now complete. Depending on the species, some replacements have been completed this fall...others will be in replaced in the spring of 2007.

Contract #4 (SR-141/US202, Independence Mall to AstraZeneca)

  • Work associated with the detour of Children's Drive has been completed. The remaining work in the vicinity of the Powder Mill Road & Children's Drive Intersection (such as the reconstruction of AstraZeneca's Driveway) will continue into the winter.
  • The remaining work along existing Powder Mill Road, between US 202 and Children's Drive, will begin this winter (weather permitting).
  • Landscaping of completed areas along the SR-141 Spur and Children's Drive has begun and will continue throughout the fall.
  • Work along the US202 southbound widening (in front of AstraZeneca) has resumed and the contractor hoped to have the drainage, curb and paving completed by the end of the year. However, an unforeseen conflict with a Level (3) Communication fiber optic line may prevent this from occurring.

Being that there would be no December or January meetings, due to both the holidays and the winter season slow-down, it was agreed upon that these minutes should contain an up-date of progress accomplished since the November meeting and scheduled prior to the February meeting.

Contract 23-106-05: Eastside Improvements

The contract was considered substantially complete on December 7, 2006 - 9 days ahead of schedule. Work on punchlist items is continuing as of today (1/8/07). Landscaping was completed on December 30, ahead of schedule.

Contract 24-106-05: Westside Improvements

The contractor has brought in multiple crews. To date they have begun construction on the relocated US202 Southbound to I-95 South ramp, excavation for the storm water pond, clearing along the I-95 north and south ramps to US 202 northbound.

Bruce reports to the group:

  • Re-construction of AstraZeneca's Powder Mill Road entrance is on-going and should be open to traffic by the next Working group meeting.
  • AstraZeneca is hoping to have their new SR-141 Spur entrance completed and open to traffic by late January/early February. The opening of this entrance includes the installation of a new traffic signal.
  • Median work along US202, from Independence Mall to AstraZeneca, will hopefully begin this winter and continue into the spring (weather permitting).
  • Work along Murphy Road will begin in the spring of 2007.
  • The limits of the Level (3) Communication conflict along the US202 Southbound widening have been identified and the necessary relocation work has been coordinated with the utility company. At this time, it appears that all Contract #4 work can still be completed by July 2007.

Being no further business, the meeting was adjourned at 9:15 am with the next meeting scheduled for Thursday, February 22, 2007 at 8:00 am. Both the December and January meetings have been cancelled due to both the holiday season and the winter work schedule.
