Welcome to the Delaware Department of Transportation's virtual workshop. The goals of the virtual workshop format are to make it easier for more people to view the project information, and to reduce the costs involved in traditional public workshops. This is a workshop regarding the replacement of Bridge 1-291 on Songsmith Drive over Tributary to Smalley's Pond.
[Location Map] Bridge 1-291 has been identified by DelDOT's Bridge Management Section as being in need of replacement. The bridge is located on Songsmith Drive over Tributary to Smalley's Pond, Northwest of Bear in New Castle county.
[End Elevation] Bridge 1-291 consists of three corrugated metal arched pipes. It has headwalls, wingwalls and parapets consisting of concrete. The stream channel is meandering and is not well stabilized with some degradation of the channel slopes. [Pipes] The metal pipes have evidence of deterioration in regards to corrosion and sagging. The downstream headwall has also been undermined which is causing additional instability to the structure.
[Bridge Plan Elevation and Construction Plan] As seen on the bridge plan, section and elevation sheet, DelDOT proposes to replace the existing three pipes with two larger concrete reinforced pipes. The concrete headwalls will not be replaced as this will lengthen the project duration by at least an additional month. Therefore the pipes will be lengthened on the downstream side of the stream by an additional 16'. This will also stabilize the scour in the streambed. To aid in the scour protection, riprap will be added to both the upstream and downstream sides of the bridge. Additionally, the storm sewers inside the project limits will be upgraded and realigned to help in better drainage of the road.
[Detour Plan] During construction, the road will have to be closed in order to perform the proposed work. As you can see, a temporary detour has been planned to accommodate pedestrians. There will also be a designated traffic detour during the duration of the project.
[Local Traffic Detour] [Pedestrian Detour] This map more clearly demonstrates the route that thru-traffic will take during the temporary road closure. Motorists will be given advance notice of this closure at Songsmith Drive, between Stone Place and Blatty Place. From the north, motorists on Smalley's Dam Road, with a final destination south of Blatty Place will be directed to turn right onto Penman Seventy 6 street. The motorists will then be directed to turn right onto Songsmith Drive and continue to their final destination. From the south, motorists on Smalley's Dam Road will continue north, past Penman Seventy 6 Street, and then turn left onto Songsmith Drive. The motorists will then continue on Songsmith Drive to their final destination. Local traffic will not be permitted in the work area during the closure. Additionally, a temporary pedestrian bridge will be provided to allow pedestrian access to both ends of Songsmith Drive. It will be located over the stream and to the east of the work area for the proposed bridge. The temporary pedestrian bridge will be a minimum of 5 feet in width with stabilized approach walkways and both the temporary bridge and approach walkways will be handicap accessible.
[Construction Plan] Although DelDOT strives to perform as much of the work as possible within the Department's existing right-of-way, sometimes the nature of the work requires a larger area than what is provided. That is the case for this project. As can be seen on the plan sheet, easements will be needed from adjacent property owners in order to complete the work. Permanent easements will be required for the placement and maintenance of the rip-rap in and around the stream. The rip-rap will be buried and covered with streambed material in the stream, or topsoil, grass seed, and mulch on the stream banks. Temporary construction easements will be needed beyond the for the placement of sandbags and to divert the stream flow so the in-stream work can be completed. These areas will be restored to their natural condition upon completion of the work. A real estate representative will be in contact with the affected owners to explain the department's real estate process.
