From the very beginning of the US 113 North/South Study (e.g. the US 113 video, "The Time to Act is Now"), the purpose of this project has been to identify, select, and protect an alignment for a limited access US 113 highway. The purpose of the project is not to construct the road at this time, but rather, having chosen the alignment, to be able to protect that alignment until such time as both need and available funds dictate the timing of actual construction.

This project is fully funded through selection and approval o a preferred alternative for a limited access US 113 highway. In addition, DelDOT is requesting funds for the next phase after an alternative is selected, which would involve additional design and engineering necessary to establish the exact boundaries of the selected alternative, together with funds for protective right-of-way acquisition of key properties that might otherwise go into development or to allow individual homeowners impacted bythe preferred alternative to address hardship situations or to simply move on with their lives.
