Aerial map THIS IS A WORKSHOP FOR THE ROUTE 2, UPPER PIKE CREEK ROAD, OLD HARMONY ROAD INTERSECTION. IMPROVEMENTS ARE ALSO RECOMMENDED TO ROUTE TWO’S INTERSECTION WITH HARMONY ROAD AND GREEN VALLEY CIRCLE. THE GOALS OF THE VIRTUAL WORKSHOP FORMAT ARE TO MAKE IT EASIER FOR MORE PEOPLE TO VIEW THE PROJECT INFORMATION, AND TO REDUCE THE COSTS INVOLVED IN TRADITIONAL PUBLIC WORKSHOPS. 3. Project introduction THE ROUTE 2-UPPER PIKE CREEK ROAD-OLD HARMONY ROAD INTERSECTION RECOMMENDED FOR IMPROVEMENTS IN THE HIGHWAY SAFETY IMPROVEMENT PROGRAM DUE TO THE HIGH RATE OF ACCIDENTS AS COMPARED TO OTHER SITES THROUGHOUT THE STATE. ONE OF THE GOALS OF A HIGHWAY SAFETY IMPROVEMENT PROGRAM, AS THE NAME WOULD INDICATE, IS TO IMPROVE SAFETY BY REDUCING CRASHES AND THEIR SEVERITY. 4. Existing conditions THE APPROACHES TO THE INTERSECTION ARE SKEWED AND DO NOT ALIGN PROPERLY. MOTORISTS WHO WANT TO MAKE A LEFT-TURN AT THE ROUTE TWO-UPPER PIKE CREEK ROAD-OLD HARMONY ROAD INTERSECTION FACE A LIMITED SIGHT DISTANCE, RESULTING IN A DANGEROUS CONDITION. LIKEWISE, MOTORISTS WAITING TO TURN LEFT FROM WESTBOUND KIRKWOOD HIGHWAY AT HARMONY ROAD EXTEND BACK INTO THE WESTBOUND THRU LANE DURING PEAK HOURS. THERE ARE ALSO ILLEGAL LEFT TURNS FROM SOUTHBOUND UPPER PIKE CREEK ROAD ONTO EASTBOUND KIRKWOOD HIGHWAY. THE FOLLOWING VIDEO SHOWS THE LIMITED SIGHT DISTANCE FOR LEFT-TURNING VEHICLES. 5. Traffic Data THE FOLLOWING SLIDES PROVIDE INFORMATION ON THE EXISTING TRAFFIC DATA AND LEVELS OF SERVICE FOR THE THREE INTERSECTIONS SCHEDULED FOR IMPROVEMENTS. 6. Level of Service (no audio) 7. Level of Service (no audio) 8. Crash Trends (Kirkwood/Harmony x-section) WITHIN A THREE-YEAR PERIOD, 59 CRASHES WERE RECORDED AT THE KIRKWOOD HIGHWAY-HARMONY ROAD INTERSECTION. JUST OVER HALF WERE REAR-END CRASHES, MOSTLY INVOLVING EASTBOUND KIRKWOOD HIGHWAY OR NORTHBOUND HARMONY ROAD VEHICLES. OVER 30-PERCENT WERE LEFT-TURN AND ANGLE CRASHES THAT MOSTLY INVOLVED WESTBOUND KIRKWOOD HIGHWAY VEHICLES TURNING DURING THE PERMISSIVE LEFT-TURN PHASE. 9. Crash Trends (Kirkwood/Upper Pike Creek/Old Harmony x-section) AT THE KIRKWOOD HIGHWAY INTERSECTION WITH UPPER PIKE CREEK AND HARMONY ROADS, THERE WERE 25-CRASHES IN THE THREE-YEAR PERIOD. NEARLY HALF WERE LEFT-TURN AND ANGLE CRASHES THAT MOSTLY INVOLVED LEFT-TURNING VEHICLES FROM EASTBOUND KIRKWOOD HIGHWAY. OVER A THIRD WERE REAR-END CRASHES THAT INVOLVED VEHICLES THAT WERE EASTBOUND OR WESTBOUND ON KIRKWOOD HIGHWAY, OR SOUTHBOUND ON UPPER PIKE CREEK ROAD. 10. Crash Trends (Kirkwood/Green Valley Circle x-section) AND FINALLY, AT THE INTERSECTION OF KIRKWOOD HIGHWAY AND GREEN VALLEY CIRCLE, DURING THE THREE-YEAR STUDY PERIOD, THERE WERE THIRTY-ONE CRASHES. OVER SEVENTY-PERCENT WERE REAR-END COLLISIONS INVOLVING EASTBOUND OR WESTBOUND KIRKWOOD HIGHWAY VEHICLES. NEARLY A QUARTER WERE LEFT-TURN AND ANGLE CRASHES INVOLVING WESTBOUND LEFT-TURNING VEHICLES DURING THE PERMISSIVE LEFT-TURN PHASE, AND EASTBOUND AND NORTHBOUND VEHICLES. 11. Proposed Improvements DELDOT PROPOSES FOUR SIGNIFICANT IMPROVEMENTS DESIGNED TO REDUCE COLLISIONS. FIRST, THE DEPARTMENT PROPOSES TO CLOSE THE MEDIAN AT THE KIRKWOOD HIGHWAY-UPPER PIKE CREEK ROAD-OLD HARMONY ROAD INTERSECTION TO PROHIBIT LEFT TURNS AT THAT LOCATION. DELDOT ALSO PROPOSES TO LENGTHEN THE LEFT-TURN LANES AT HARMONY ROAD AND GREEN VALLEY CIRCLE, TO PREVENT LEFT-TURNING VEHICLES FROM EXTENDING INTO TRAVEL LANES DURING THE PEAK HOURS. DELDOT WILL ALSO MODIFY THE PHASING OF TRAFFIC SIGNALS TO PROVIDE FOR A PROTECTED LEFT TURN. AND, THE TURNING RADIUS FOR RIGHT-TURNS ONTO UPPER PIKE CREEK ROAD WILL BE IMPROVED.
