Bridge Replacement - Design-Build Procurement Information

The Delaware Department of Transportation issued the following Scope of Services Package (Request for Proposals) for the Design-Build Replacement of the Indian River Inlet Bridge to the Design-Build Teams in the pre-proposal meeting held October 4, 2006. Questions concerning the Scope of Services can be addressed to Mr. John Eustis (john.eustis@state.de.us). The Scope of Services Package consists of the following four Sections:

Relevant electronic files are available for download under each of the above links. Please note Roadway Contract Drawings, Right-of-Way Plans, and Previous Bridge Drawings may be made available upon written request to the Department.

The Request for Qualifications (RFQ) was advertised June 2006. The Department received Statements of Qualifications (SOQ) on August 16, 2006. The shortlisted firms are:

  • Kiewit/Bilfinger-Berger, A joint venture
  • PCL Civil Constructors, Inc.
  • Walsh Northeast Corporation/Traylor Bros., Inc., a joint venture
On July 26, 2006, the Department held an "Informational Meeting" for firms interested in participating in the Design-Build process to replace the existing bridge. Below are links to the two MS Power Point presentations made at the meeting and a list of the attendees.
