Bridge Replacement - Readvertised Design-Build Procurement Information

The Delaware Department of Transportation issued the following Request for Proposals (RFP) Scope of Services Package for the Readvertised Design-Build Replacement of the Indian River Inlet to the shortlisted Design-Build Teams on February 27, 2008. Questions and comments concerning the Scope of Services can be addressed to Mr. John Eustis (john.eustis@state.de.us). The Issued RFP Sections available are:

Relevant electronic files are available for download under each of the above links. Please note Roadway Contract Drawings, Right-of-Way Plans, and Previous Bridge Drawings, and certain Geotechnical Reports may be made available upon written request to the Department.

 The Request for Qualifications (RFQ) was advertised October 2007. The Department received Statements of Qualifications (SOQ) on December 19, 2007. The shortlisted firms are:

  • Indian River Constructors, A joint venture of Flatiron Constructors, Inc. & Kiewit Construction Co.
  • PCL Civil Constructors, Inc.
  • Skanska USA Civil Southeast Inc.

On November 14, 2007, the Department held an "Informational Meeting" for firms interested in participating in the Readvertised Design-Build process to replace the existing bridge.
