Bid Ends in Exact Tie - Coin Toss Chooses Firm

Toss the Coin
Recently, two bids were received for exactly the same amount, down to the penny. Since this contract could only be awarded
to one company, it created a dilemma. The solution? The flip of a coin. The two contractors agreed to the coin-toss tie breaker. This
was the first-time in the history of the Delaware Department of Transportation a tie bid was decided by a "lucky
toss"!
Details:
Contract No. 23-500-02, Tertiary Mowing North District, FY 03. The two firms that held the tied bids were Priority Services,
and Grassbusters Landscaping Co. Inc. The amount was 90,216.36, 13.95% under the engineer's estimate.
A Delaware commemorative quarter was used. There was a blind draw made to determine who called the side. Joe Cunane
of Priority Services called heads while the coin was in the air. Unfortunately for his firm, it came down tails.
