DelDOT Secretary Carolann Wicks was sworn in as the eighth Secretary of Transportation on February 1, 2006 by former Governor Ruth Ann Minner, then re-nominated by Governor Jack Markell and sworn in on January 21, 2009. Wicks, a Professional Engineer and a University of Delaware graduate, began her career at DelDOT as an entry-level engineer in 1982. Since then, she has served in various roles as a public servant for three Transportation Secretaries, including as DelDOT's first woman Chief Engineer. As Secretary, Wicks has taken a national leadership position as President of the Northeast Association of State Transportation Officials (NASTO) for 2008-2009, where she is an advocate for a federal stimulus package. She is a member of the American Association of State Highway Engineers (ASHE), chairperson for Subcommittee on Geometric Design for American Association of State Highway Transportation Officials (AASHTO), and is an executive board member for the Diamond State Port Authority.

She has earned many accolades for a distinguished career, including the University of Delaware's Presidential Citation for Outstanding Achievement and the University's Outstanding Alumnus Award, the Women's Transportation Seminar of Philadelphia Woman of the Year Award, and was one of several Delaware women featured as part of the Biggs Museum's women in leadership exhibition. In addition, she has received: DelDOT's Eugene E. Abbott Award for excellence in Transportation Planning; AASHTO's Alfred E. Johnson award for excellence in Engineering and Management; and, the Woman in History Award presented by the Business and Professional Women/Dover Chapter. Wicks has a bachelor's degree in civil engineering and a master's degree in public administration from the University of Delaware. She lives in Townsend with her husband, Ken, and their daughter Anna.

As Secretary, she manages a budget of almost $1 billion and is responsible for 2,600 employees. DelDOT has responsibility for 90 percent of the state's roads and bridges and oversees the state transit system (Delaware Transit Corporation) and the Division of Motor Vehicles.
