American Recovery and Reinvestment Act (ARRA) Reporting Requirements


September 23, 2009:

Prime contractors must now provide their monthly on-line reporting to DelDOT no later than the 8th day of each month. This is a change that updates the previous information.

The federal Office of Management and Budget (OMB) has initiated nationwide reporting for all ARRA expenditures. This is in addition to the reporting we provide the Federal Highway Administration (FHWA) and the Federal Transit Authority (FTA). As a result, monthly reports must be entered in our Website by the 8th calendar day of the month, instead of the 15th.

DelDOT must now send all information within 10 days of the end of each quarter to OMB. FHWA has changed some of their monthly reporting requirements to match. To comply with those changes, we need contractor and sub contractor information by the 8th of the month at the latest. Please note this means sub contractors have to provide their information to the prime contractor in time for the prime contractor to submit by the 8th calendar day.


June 23, 2009:

The federal government requires all firms receiving ARRA funding to report certain project related employment information on a monthly basis. This project employment reporting is required of all prime and sub contractors on projects receiving ARRA funding. Sub contractors are required to provide project employment information to the prime contractor. The prime contractor (or prime consultant) is required to report monthly on the project employment information for their firm, and all subcontractors. Payments may be withheld until receipt of required reporting information.

The Delaware Department of Transportation (DelDOT) has implemented a Web based reporting system for prime contractors and prime consultants to file their required monthly ARRA reports. On projects that contain ARRA funding, the prime will be notified upon contract execution of the Web based reporting system and instructed in its use. The prime will be required to complete monthly employment information for their firm and all sub contractors monthly for the duration of the project.

After entering the required data on-line, the prime will print, sign, and mail the report to DelDOT. The information entered on the Web site will be reported to the federal government for tracking of ARRA projects.

Prime contractors must provide their monthly on-line reporting to DelDOT no later than the 15th day of each month.

The information required for the monthly Web based report is:

  • Report month and year.
  • State contract number.
  • The number of project employees on the prime contractor's workforce that month.
  • The total hours on the project for all prime contractor employees reported that month.
  • The total wages paid by the contractor that month for employees on the project.
  • The number of project employees for each of the active subcontractors for that month.
    (A separate reporting line will be used to designate each subcontractor).
    (Material suppliers are not included).
  • The total hours on the project for all subcontractor employees reported that month.
  • The total wages paid by the subcontractor that month for employees on the project.
  • Indicate if the subcontractor is a DelDOT certified DBE firm.
  • Prime will report the total funds actually paid to each DBE firm on the project.

Make note that as of April 9, 2009, the Federal Highway Administration (FHWA) has determined that all prime contractors must have a D-U-N-S!® number. April 13, 2009:

The Delaware Department of Transportation (DelDOT) is preparing a Web based reporting system for prime contractors (the term "prime contractor" also is meant to include "prime consultants") to file their required American Recovery and Reinvestment Act (ARRA) monthly project information to DelDOT. The data entered will be stored in a central database for report processing. After entering the data online, the prime contractor will print, sign, and mail the form to DelDOT for auditing purposes.

Monthly online reporting will be due to DelDOT no later than the 15th day of each month for the preceding month's data.

DelDOT will supply most of the required project information automatically. As of April 9, 2009, the information required on a monthly basis from each prime contractor awarded an ARRA project is expected to consist of the following:

  • Report month and year.
  • State contract number.
  • The number of project employees on the prime contractor's workforce that month.
  • The total hours on the project for all prime contractor employees reported that month.
  • The total wages paid by the contractor that month for employees on the project.
  • The number of project employees for each of the active subcontractors for that month.
    (A separate reporting line will be used to designate each subcontractor).
    (Material suppliers are not included).
  • The total hours on the project for all subcontractor employees reported that month.
  • The total wages paid by the subcontractor that month for employees on the project.
  • Indicate if the subcontractor is a DelDOT certified Disadvantaged Business Enterprise (DBE) firm.

March 11, 2009:

Potential bidders are advised the American Recovery and Reinvestment Act of 2009 and the Federal Highway Administration (FHWA) require the submission of monthly reports from Contractors and Subcontractors documenting such things as; the number of jobs created or retained; total hours worked on the project; total payroll amounts; etc.

DelDOT will supply forms and guidance to the awarded Contractor at the time of award. We will present all available ARRA reporting requirements on this website as soon as they become available.

These requirements are in addition to existing reports and do not supersede, revise or replace any other requirements.
